If you want to get a sling in Nora's Thunder Elite outfit and Horizon Forbidden West, you'll first need to get the game's Digital Deluxe, Collector's, and Reggae Editions. They will cost you $80, $200 and $260. respectively, and they come with a slew of additional items, including the dress and sling we're talking about.
