You perform that by first jumping up and then pressing the Dodge/Dash button, without any directional input. A small platform should appear under you if you pull it off correctly. From that point, you have about half a second to perform a grounded attack from, essentially, the air. You can do any grounded attack, you just need to enter the correct input. For example, if you want to do a downward light attack, when on the platform, press down + light attack. You get the idea. It will require some practice, however; you’ll have to experiment and see which character and weapon works the best for you.
