The Solstice of Heroes event offers armour that needs to be powered up through a series of activities - increasing its level to max power, and giving you an armour set which can upgraded to the power cap up until 2022's Solstice event.

The good news is that, such as it happened last year, there will be so-called Armor Accelerants which will speed up the progress of future upgrade objectives for your sets - meaning subsequent characters of different classes can be completed faster. All currently active Armor Accelerants can be viewed in Eva's vendor screen.
Finally, you need to be wearing the Solstice armour while completing each step for them to count. To be safe, just have them equipped for the duration of the event.

Where to start the Statue of Heroes quest and find the statue in Solstice of Heroes 2021
Before you can get the armour, you have to first visit the Tower and chat to Eva Levante, giving you the Solstice helmet and tasking you with visiting the new EAZ (Earth Aerial Zone) activity once.
Once done, you can then get the rest of the Solstice armour from the Statue of Heroes location. This is directly to the right of Eva in the Tower. Use the Mediate prompt and the armour set is yours.

Where to find and how to get Solstice Packages in Solstice of Heroes 2021
As for the Solstice Packages - which you need to open to complete one Solstice armour step - you'll find them in the EAZ activity. Once you have collected some, Solstice Packages are found within your Inventory.
You'll get one Solstice Package from the chest from killing the boss round, and from there, you are tasked with opening chests hidden around the arena, with the number of chests matching the number of mini-bosses you cleared in the opening wave of the encounter.
These chests will give you and your team either Solstice Packages, or the Solstice Key Fragments required to open them. Keys can also be found from completing activities across the game - but for Solstice Packages in particular, you need to run the EAZ.
The more chests you open in the final part of the EAZ, the higher your chances of finding Solstice Packages will be. You get a quick glimpse of their locations at the start of the search, and then they only appear as you get close. In our experience, the location markers remained visible until the timer ran out, but we're unsure if this was the cause of a bug.
Our recommendation is to split your team and scour the rooftops, and if you're stuck, don't forget to visit the starting island too.
As for opening Solstice Packages, they once again take 15 keys each, but if you focus on other matchmade activities, such as playlist Strikes, Crucible or Gambit, they can drop upon completion there too, saving you grinding the EAZ.
